OSHA is a joke in my book, too. A few years ago we wanted to get some info on that explosion that occurred at Scaled Composites at Mojave Airport.  We found how to order a copy of the OSHA report (No NTSB report was done since it was not during transportation).

The OSHA report was 20 pages long and cost us about $25.00.  For 19 pages its was repeated over and over how the company did comply with regs by not briefing its people on the long term effects of exposure to the rocket propellant chemical involved.  But long term use was not the problem!  It exploded!  The last half of a page contained a description of what actually occurred - with no investigation of any kind to verify that data or to determine WHY it blew up!

They are just another version of the Dept of Motor Vehicles.
