My experience is the same.   And since my variac is connected to a 
master switch along with all the other test equipment, the exact ratio 
depended on how much and what kind of other loads were present.    I 
also seem to have a knack for sensing zero crossing ;-)

Turning the variac box off separately solves the problem.  Until I 
forget to.
