On line is an unpublished manuscript in PDF format, with photos, by the
head of the FCC's Radio Intelligence Division, George Sterling, during WWII.

He was a ham, as were many of his staff.
The manuscript is of a decent length, 280 pages, and very informative,
although it really doesn't describe the technical aspects of the equipment
used in great detail either.
I have the document here in PDF format if anyone cannot find it elsewhere.
