I think you can find a suitable size of soft plastic tubing that will slip over the splines.  Another possibility is hard plastic tubing - I have a few old radio knobs that originally slipped over metal shafts and which will fit the spines well enough to serve as local control knobs - but I think soft plastic tubing will work better for use on a cable - you might even try heating it up a bit first.
