You could indeed take some parts from one of the models with the local dial and add it to a Type 12. I examined doing that. The Type 12 has a geared drive just like the others, so you could take the little gear that engages that and the dial and gear that engages the little gear and add that to a Type 12. And you would have to remove that connector where the dial would go but that's easy to do.
I considered adding such a dial to a VHF Type 12 that I had converted to local built-in controls, just for fun, but never have. I think that Gordon suggested that as a possibility.
But if you did, what would you have? There were no HF Type 12's that I know of. It would be an R-11A with a dial for 6-9.1 MHZ or something.
The fact that there are no local controls installed that I can see, and even the AL angle with snaps on the front is still there, as are the connectors sure makes it look all original. And the paint is not nicked up, either.
But then again the frequency marker looks like just a black marker.
