I posted based upon incomplete info from others prior to Gordon putting out
the real info.
Nonetheless a capital ship, read BIG, would/could have its own Supply
Officer who was not a line officer. On smaller ships the Supply duty was
assigned to a line officer, usually a Lt JG to Lt Cmdr as part of his
training and resume to further advancement.
On one ship I served the EMO and SO was a LDO Lt.
National had a full 4 striper Supply Corps inspector for several years and
he retired from there.

Captain Van V was an Unrestricted Line Officer (eligible for command at
sea). The "combat arm" of the Navy if you will. That includes submariners
and aviators....
A supply officer, just like the other support corps officers like medical ,
dentists, nurses, civil engineers etc. are not eligible for command at sea.
Not unusual then or now for Unrestricted Line Officers to have commands in
the "shore establishment" like naval stations, air stations etc - or in
major procurement programs. Some people go into managing procurement
programs but it is a relatively narrow career field.

It seems strange to me a naval officer in 1938-39 would move from being the
inspector of an important but still very small defense contractor right into
command of a capital ship.
Not saying it is not true but what am I missing here? I understand the US
military was very small pre-war but IIRC the naval buildup preceded Pearl
Harbor by a couple of years.
Was Van Valkenburgh possibly a captain on the US Arizona but not the
commanding officer?
Can anybody shed any light on this?
