[ARC5] command set trivia

Hi Guys -
Captain Van V was an Unrestricted Line Officer (eligible for command at
sea).  The "combat arm" of the Navy if you will.  That includes submariners
and aviators....
A supply officer, just like the other support corps officers like medical ,
dentists, nurses, civil engineers etc. are not eligible for command at
sea.  Not unusual then or now for Unrestricted Line Officers to have
commands in the "shore establishment" like naval stations, air stations etc
- or in major procurement programs.  Some people go into managing
procurement programs but it is a relatively narrow career field.
