[ARC5] Surplus Disposal

A similar thing happened to me while doing some screening at Ft. Belvoir.  
Some slob was  there who evidently had an "in" with the person in charge  
and he was wanting "some Ampex"  so the kids could take the motors out of  
them for projects. 
 
I saw many other misclassifications of property such as brand new  
generators and office equipment being classed "R4"  or unusable so that the  agency 
that turned the stuff in and requested new more modern items would  not run 
the danger of getting their turned in items back, In another case a  remote 
controlled 4 disc slide projector was in one lot while the remote control  
and cable for it were in another lot. Neither was usable without the  other.
 
I'm sure that GSA was a victim of mismanagement then and I'm sure it still  
is. I wrote the White House about this several during several  
administrations but never received the courtesy of a reply.
