This reminds me of an instance a few years ago.
A guy had some U.S. Navy and Signal Corps photos on his website.
I wrote to ask if he would mind if I copied a couple.
He tried to tell me he had the copyright to this material,
and he'd discuss a "reasonable fee."  I laughed in his face
and copied the photos, which were public domain paid for
by the taxpayers.  I was just trying to be courteous.

Not that this is exactly the same; just interesting.
