Sockets for tightening or loosening large bolts and nuts come in a
wide range of sizes. These sockets have a bevelled edge on the
inner circumference where the bolt head or nut enters. Perhaps it's
possible to compress the capacitor can and an appropriate sized
socket in a vise so that the bevelled edge compresses the can
closed as the vise is tightened. When there is no further reduction
in angle, switch to a smaller socket and use its full end against the
can.

Theory suggests the process may result in even compression all the
way around the can. I haven't tried it, but someone may care to.
