With all the restrictions you've imposed you kind of have yourself boxed in.

You won't like the answer, but the most efficient way to do what you want is
to use a remote tuner, and it might not cost as much as you think.  You
already have lots of $$ invested in the fat coax.  If you are strictly QRP
as you say, then putting an Elecraft T1 tuner at the base of your antenna
should work fine.  It is good for up to 20W.  Its internal 9V battery should
last a year or more.  You will need to run a small two conductor cable
(RG-174 or audio cable is fine) for the tune command (just a switch closure
in your shack).  I've done this and it works very well.  The T1 kit is $135
and is a fast and fun build.  In addition to giving you full-band coverage
of 40, this setup could possibly tune all of the HF bands.
