[Antennas] efficient antenna tuning

Ground system consists of 16 radials 13 foot long.
Antenna sits on a flat tar and gravel roof up 20 feet.
I'm on 1st floor of 2 story apartment building.
2nd floor has 10 foot of metal siding,
so balanced line does not seem like an option.
Fixed income does not allow for remote ATU's

in fact, a read on the loses in ATU's, is what instigated this question.
