The rub here will be defining what each person calls "normal performance".

Seems like W8JI, N7CL, and ON4UN did some measurements related to
the elevated verses ground ... and 4 elevated is still a lossy situation. 
Check
the archives on CQ-Contest or perhaps ON4UN's books for more details.

Will it work? Certainly ... Will it work well ... depends on what "well" 
equals.

Many folks around here ... who started with elevated radials ... have gone
back to ground mounted systems ... I will too soon on my 80m 4x array.

The old saying "there ain't no free lunch" still rules for OPTIMUM results.
