They used 120 quarter-wave radials for the tests.   So 80 meter radials would 
be about 60 feet each- they don't scale with the height.   And I don't 
understand where they get the 1/5 th reduction:   The reference antenna was 146 feet 
high and the new antenna was 45 feet- sounds closer to 3:1 reduction.   
Still, not bad.   But remember that reducing the antenna height will reduce the 
radiation resistance, thus making it more sensitive to ground losses- hence the 
need for the excellent radial system.
