False again!
A rotatable dipole is much preferred because it does rotate!
A dipole has directivity.
To quote from the ARRL antenna book "...off the ends of a
half-wave antenna the signal can be expected to be "down"
between 2 and 3 S units compared with its strength at right
angles or broadside to the antenna, at a wave angle of 15
degrees."
Even a linear loaded rotatable dipole is preferred over a
fixed dipole from my experience.
