It is quite obvious that this is where the ARR(gh)L should be stepping in.

This confusion on this certification rule is far reaching.  Would seem that
my GE Prog Line, RCA Fleetphone,  and MOTO conversions I use on 2 and 6, my
Courier 23 on 10 meter AM, along with all my vintage military is illegal now
too.  Sound likes we need a rule interpretation from somebody that knows
something about Amateur Radio and radio in general.
