This confusion on this certification rule is far reaching.  Would seem that my GE Prog Line, RCA Fleetphone,  and MOTO conversions I use on 2 and 6, my Courier 23 on 10 meter AM, along with all my vintage military is illegal now too.  Sound likes we need a rule interpretation from somebody that knows something about Amateur Radio and radio in general.
