[AMRadio] Desperate for a RFI solution

I have a friend who has had success with the Timewave ANC-4 noise cancelling box you find for sale in QST.  His issue was power lines and telco equipment in a specific direction a few blocks from his house, not in it.  His set up with an outdoor sense antenna dropped his high levels to almost nil, but it would require retweaking as you moved in the band or changed band.  A couple years worth of FCC, power company, and telco complaints got most of it resolved.  I am not sure this would work in your situation, as it sounds like you are surrounded with noise sources in other apartments.  If you complex is full of ATT Uverse, they have a history of noise power supplies. Since noise can be copied higher in freq as you get closer to the source, maybe one of the multimode, wideband handie talkies set to AM, and a hand held yagi antenna, would allow you to walk around the complex and observe if there is a primary source of the racket.  If it is everywhere, not much hope.  Perhaps a really nice mobile setup  you could run out to the country side with, if a move is not possible.  But if a moved is contemplated, you know now to take radio gear with you and probe the next complex.
