Another thing I remembered.  If you see even one satellite dish on an apartment, you have a precedent to argue for some form of outside antenna, like the railing mount style.  My daughters complex was the same no antenna, you must get our internet/TV connection, but with several dishes on porch railings, she had an argument to let her install one of those $30 amplified TV antennas, or the complex had to make everyone remove their satellite dish.
