In my 35 years of operating here in the US I've had two OO reports. 
Both reported that my signal extended beyond the phone band edge. 
Neither of them understood the effect of their rx bandwidth and how 
with their RX on USB set at 18.109MHz  that they would be able to 
hear a signal that was transmitting legally on USB at 18.111MHz.

On the other hand quite a few operators do not understand that they 
should not transmit on USB with their suppressed carrier set closer 
to 3KHz below the top of the band, other wise they risk spreading 
above the band edge.
