Bottom line from my point of view; there is no one to truly back you (as an
OO) up. I've had people threaten my life before in a round about way that
I could do nothing about, nor would those I work for touch it with a ten
foot pole.
In 95% of the cases where I, or one of my OO's have sent an OO advisory
card, all it does is give the recipient something else to b**ch, and brag
about, and just continue to do what they did, and even at times, get worse.
They will often brag about having it "framed" to put on their wall.
Compared to what I've monitored on ALL the bands, things like running 1500+
watts, forgetting to ID within 10 minutes, etc., is simply petty.
Don't get me wrong. The OO program. by definition is a great idea, but if
the OO's (those who are truly qualified) are ignored on their reporting,
what good does it do anymore?
Ham radio has been dumbed down, and I hate to say it, but we will now have
to live with it and blend into the mix, or just give it up...

The only OO report I ever got was for being on 40 meters with a carrier
on my signal. I'm going to date myself here, but back before the internet, I
looked up the OO's call sign address in the "Big Book" and then proceeded to
get his phone number. I called him and asked him the idea behind my report.
"You're not supposed to have a carrier on your signal" he proclaimed. I told
him that if I was running AM I most certainly will have a carrier. "Well, AM
is illegal," and I retorted that he better go back and study the regs to see
what modes are legal. Then he proceeded to tell me that I have a lot of
gaul, being a lowly General, telling an Extra like him, what the rules are
and that he studied, blah, blah, blah, ad nauseum. I just laughed at him and
he hung up on me.
So I really don't have a lot of respect for the OO program. Especially
when I heard of similar incidents occuring.
