Yeah, this may be a little off-topic.  :-)

There was no "downgrade in operating privileges".  The General, 
Conditional, Advanced, and Extra class licenses conveyed the same 
privileges from at least the late 1950's, and I believe all the way 
from the time they were created in 1951, up until the so-called 
"incentive licensing" came about in the mid 1960's.

During that time the Advanced and Extra class licenses gave you 
nothing except bragging rights.
