Ah, okay. That explains that part. I figured it might've been in some
way related to NWS doing their weekly test earlier that day. The
original release I heard or read lead me to believe they would be
using all means of public broadcast, not cell phones.

Agreed on the level of success in pointing out holes in the system
that need repairing. We still have far bigger issues from leadership
to accountability to deal with in most agencies of the government. If
anything, perhaps it should be surprising that there was any success
at all.
