[AMRadio] Ebs Test failure

Yeah, I think eventually the CAP info could be relayed to cell phones via
streaming from stations but initially I think it's just for more complete
messaging to the broadcast entities.
I'm still kind of worried about the fallibility of all the high tech stuff.
Robert Heinlein said "Put all your eggs into one basket, but guard the Hell out
of that basket". Not sure we're doing that. He also said "Technology reached its
zenith with the invention of the fork and has been growing decadent ever since."
Smart feller there.

As to sending alerts to cell phones...... Bill, isn't that part of the intent
with new CAP protocol?
I think anyone who has been in broadcasting KNEW it wasn't going to go well.
Heck, when I was a C.E. here in York PA, it was common for PEMA to flub the
monthly test somehow.
