[AMRadio] Ebs Test failure

The test was intended only for the broadcast relay chain. NWS was not involved, nor here in Pennsylvania the EMNET eas satellite/internet based system. 



As to sending alerts to cell phones...... Bill, isn't that part of the intent with new CAP protocol? 


I think anyone who has been in broadcasting KNEW it wasn't going to go well. 

Heck, when I was a C.E. here in York PA, it was common for PEMA to flub the monthly test somehow.
