The way it is stated is as a peak envelope power
(PEP) of 1500 watts out of the transmitter, which then
equates to 375 watts of carrier-only power.

I heard that this stupid level of 375 watts was rammed 
through the FCC by a fellow at ARRL who hated AM 
and wanted to penalize the AMers.   Maybe someone
here can enlighten us with details.
