I never heard that story but I do remember under the old rules based on 
DC input there was a controversy over SSB power which could be pushed 
beyond 2 KW peak depending on the metering. The 1.5 KW pep was a general 
power reduction for SSB and AM but a windfall for CW. Remember under the 
old rules AM carrier power was 700 watts or less.
