Did you miss it Pete?  I know what part 97 says about image, the 
statement was that I "feel" non voice should be below the phone band 
like CW and data all non voice.  Frankly all of us have a right to 
transmit any mode they wish at any point in the band where rules permit. 
Some time I wish those guys would move to a well known frequency haunted 
by some 5 stations.  That would certainly eliminate some splatter I hear 
regularly.
