3.500 to 3.600 only permit RTTY and data.
3.600 to 4.000 only permit phone and image.
You can review Part 97 to determine the specific definitions of the
various modes permitted in each segment.
However, I can't find any listings that show anything around 3710/13 as
being used for SSTV. I could also be digital voice activities which are
gaining in popularity.

Some SDR type receiver/software probably could  shed some light on what
type of signal is being transmitted there.
