I was more concerned about condensation in the PVC than rain or such getting
in. It seems to be pretty much unanimous that holes are not necessary or
even advised, so, that’s the way I will likely go.

Drilling holes in PVC pipe to "let out" the moisture will only allow
moisture to enter.  A tight fit is the only way to go.  It has worked for
me.
