[ADXA] VP8STI Update

[Dennis Schaefer]

VP8STI fairly strong on 24.894, working a lot of 5's.  I worked him at
1001Z, heard K5YY, K5YCM, and N5ZM work him also.

The main thing is that I'm glad the operators made it through the night
intact, and in good enough shape to operate.
