[ADXA] VP8STI Update

VP8STI is still on 15 and 12 meters this morning. No propagation into our
area but depending on their revised schedule you may still have a chance
later this morning or this afternoon.
Will keep everyone posted as I receive info. If you receive info, please
pass it on.
