I can recall having a novice license and a technician license, as did many 
others.  The way to the HF bands was to study and obtain the next higher 
class license not to whine about it.  This is a sad commentary on today's 
society that values sameness over the pursuit of excellence.

I'm not sure we agree .. in particular the "in persuit of excellence" bit. 
Are you saying that somone cannot "persue excellence" by trying to be the 
best Technican Class ham that is possible??
