Hi Steve,

Make sure the ring around the main tuning dial is operating correctly by exercising it. 

If you have anything plugged into the mic input Jack unplug it. There are scanning control wires in the mic jack as well as in mics with up/down switches. 

You could have a short in the mic Jack itself or dirty contacts on the scanning control ring.
