Bob,

Try RTS off  DTR off .   These are the setting that I use with HRD.  All 
other setting are the same as yours.  Make sure the you cable is NOT a null 
modem (pins 2 and 3 reversed) .   You may have to use a gender changer for 
the radio.   Good Luck
