A TV has a CRT, a vacuum tube with an emitter that must be heated.
I would expect that a LCD TV should come on immediately, unless perhaps if 
there is a backlight.

How about the damn manufacturer! This is IMHO a defect that they should 
acknowledge and put out a service bulletin describing the fix. Just 
replacing the display or the display power supply is a bandaid. What we 
need is an engineering explanation and solution. If it was an automobile 
there would be a recall.
