That *could* be the antenna, if it is mismatched at 21 MHz, or has less
gain in general. But generally speaking, band noise on 28 MHz and below
should always be louder than the internal noise of the radio. Removing the
antenna lead should always result in a drop in the discernible noise, even
on 10m, so the lack of such a drop would be a crude indication that
something's wrong.
