[Yaesu] FT-757GX Low power on 10m JA version

I have a FT-757GX on the bench this week and after a little work its working
just fine, I think. As is common with JA domestic models the 10m power is
set at 25 wats max. I just did a TS-820 and they drop the screen volts to
the PA on 10m to keep the power down. Problem is the 757 has a solid state
PA so no screens! The only schematic I have is a download and it's pretty
rough  so hard to follow in places. I measure the same volts on all bands at
the drive control to the first transmit amplifier so I think it must be
happening after that. The ALC reads nothing when on 10m at 25 watts out so
it doesn't look as if they are using that to drop the power.

Any ideas?
