Well, they get them from other source too. I guess in my case from Ofcom as I'm 
not in the USA.

I must have been mistaken and put the wrong call in. Anyway, I have contacted 
the real VE3XAX who confirms he has no ATU for sale. So now I know for 100% sure 
this is a scam. But I'm still playing along with this guy - sending him the odd 
email and getting him to waste his time/money on international calls to my 
mobile phone. So far he has phoned me three times. I'm guessing that he can't 
get free calls to mobiles in another country, so I'm costing him some money.
