Western Union is absolutely the worst method of sending money.  Frankly, once you authorize payment there is no way that you can get your money back.  Also, with the "surcharges", Western Union can cost 2 or 3 times the actual amount being sent.

Western Union is the payment requested by a number of eastern Europe and African "scam artists".

Unless it has happened within the last day, or two, as far as I know, QRZ.com only gets updates from the FCC.

Several callsigns seem to be involved here:
 
VE3XAX (Alex)
VE3KF (Alex)
VA3TTT (Alex's email and former callsign? now someone else from Russia)
TO3T (Alex's Martinique callsign)
 
All three Canadian QRZ entries were last edited within minutes of one another, don't know if that means anything (it might just be when QRZ synced its database with the Canadian licensing agency).
