The cheapest (and probably easiest) place to start is a reseat of the
cable from that encoder to the next higher assembly, just in case the
contacts decided to stop carrying current. It may be that the encoder
has decided to die, which is less pleasant. It appears that replacement
encoders are available. If you have a scope available, you should be
able to scope the encoder outputs to see if the lines change state with
knob rotation. I suspect that there are two output lines in quadrature,
so that the direction of rotation can be sensed.
After that, I have to defer to the experts.
