Doesn't it have an 'RIT'? Seems as though I had the same problem but when I
'twiddled' the RIT, Wa la!
I used to own a 990 also so my remember may be 'offset' somewhat, also!

I don't have my 990 any more, so my rememberer my not be correct.
I'm not sure what you mean by frequency offset, but if you mean the BFO
offset, it's set by the dip switches under the top cover. The display
can be changed by holding the 10, 14, and 18 MHz band switches while
turning the rig on. This from page 21 of the manual.
I don't recall any menus to set anything. HTH
