Who cares what the ARRL DXCC Desk says when it comes to shipping.

I ship to all 50 states. Use USPS almost all the time. Actually, my USPS
shipping criteria covers anywhere there is a USPS Zip code.

CONUS, ship to the lower 48, etc. is silly and rude to people of Alaska,
Hawaii, and US possessions.
