Hi Rob,
It might be one of two things that are causing this.
1. the CW PITCH DIP Switch settings.
For 700Hz the dip switches should be
number 1 ON and numbers 2 - 6 in the OFF position.
2. Pressing the 10, 14 and 18 MHz band keys (yellow labelled 4, 5 and
6 keys) simultaneously while switching the power on toggles the manner
in which the displayed frequency is affected when changing modes.
Check page 17 of the owners manual.
