[Yaesu] FT1000D S-meter reading low - all functions

Hello everyone,
  I need some technical assistance on repairing an FT1000D S meter
as it is reading low in all functions.  This only started after moving the
radio from one house to the other.  It was working fine before that.
S-9 receiver signals are now S-3 or S-4
The VCC reading is approximately 5V
The ICC reading is also low

The meter itself tests ok, as well as the .01 cap across the leads.
I know there is an IC chip that has 4 FET switches just before the
meter, but it appears to be switching just fine.  There is also an
8 pin OP AMP that drives those switches.

If anyone has experienced this before, I would really like to hear
