[Yaesu] FT-920 and APRS HF frequency of 10.151.51

Hi --
I'm trying to set up my FT-920 with a soundcard interface and an APRS 
program. I want to use the stardard HF Frequency of 10.151.51 in LSB.

This supposedly is legal because of the LSB carrier, however, the radio 
goes into error mode whenever TX occurs.  It thinks it's out of band.

Does anyone have any experience with this and if so, what's the fix. I 
hear lots of data coming over the frequency but so far haven't gotten 
things to work even for receiving. But, once I do, I know I will still 
have the TX problem, so I'm asking for help on that for when I'm ready 
to starts TXing.
