You need at least a 19 inch whip. That will act as a
quarter wave on 2 meters and a 3/4 wave on 440 MHz
with about 3 dB gain. Although it won't be resonant
on the FM broadcast band, it will work better than an
8 inch antenna or any "rubber duck" type of antenna.
You just aren't going to get any performance from an
antenna 8 inches long on 2 meters or the FM broadcast
band!
The rubber duck type of antenna is normally in the -10
dB range. That is, it has a loss of about 10 dB when
compared to the quarter wave vertical. This means
that if you have an output power of 5 watts that your
radiated power is only like 0.5 watts. The same thing
is true for receiving, your received signals will be
at least 10 dB below what they will be with a quarter
wave whip.
