I think Canadian laws on listening to frequencies are much more liberal than
ours. In fact, I think the Canadian position is that if it's on the
airwaves than anyone can listen to in including using descramblers, etc.

I recall a few folks up in Indiana opening their (I believe) FT-530's to not
only recieve but transmit on the cell bands. They found they could actually
set up a 45MHz split and as long as they were within the same cell they
could use a cell channel as a repeater .... That was until the FCC caught
up with them for that and a few other things they were up to.
