You are right John, It could be a number of things.  I should not have
advised nipping the pin 15 without first checking to see if there is any
action on pin 15.  As I recall, mine was stuck (either high or low, I don't
recall).  As you say, it would be wise to check some of the other
componenets in the squelch circuit.
