Hi John!
Yes, pin 3 must be jumpered to pin 4. Do not touch the other pins.
You'll find the socket on the circuit diagram just left of and a
little below V211, marked J8. From the circuit diagram it is easy to
figure out that pin 3 receives +9V from the voltage regulator via the
front panel switch S6 and the b contacts on the send-receive relay RL-201
(on the main circuit board).  Pin 4 is connected to the VFO amplifier
transistor  TR403. The socket (jack) on the back panel of the transceiver
is in fact a 7-pin miniature tube socket. Many manufacturers use this
mode of jack-plug interconnection, and it should not be difficult to find
a replacement. Beware! On your circ. diag., if it is equivalent to mine,
J8 is not depicted correctly. The "gap" between the base pins on a 7-pin
tube is (naturally) between pins 1 and 7. On the circ. diag. the gap is
between pins 6 and 7. The numbering is correct though! Mentally
disregarding this "picturesque" mistake, you must also be aware that J8
is drawn, as it should be, as if viewed from the circuit (soldered) side.
If you can find a replacement jack it might have its pins numbered. You
will have to use a magnifying glass to see the figures if your age is
anywhere near mine, hi. Anyway, then you will not have to figure out
whether to count the pins clock- or counterclockwise; just solder a
jumper between the figures 3 and 4! You may also, with the aid of a VOM,
double check by identifying pin 1 as the one connected to chassis ground
and pin 7 as having no connection. 
If, after having jumpered pins 3 and 4, your txcvr
still does not work, you probably have a "scratchy"  S6 switch, or, less
likely, dirty or corroded relay contacts. If your txcvr version has those
sliding three position switches on the front panel you are wise to
suspect those first if something is malfunctioning.
